La regulación que hacen los policías de tránsito en Siuna ha sido muy parcializada ya que según explico una de las pobladoras de Siuna que pidió el anonimato, es que hay agentes que a sus amigos los dejan pasar sin casco y a otras personas que van con su casco los paran y les piden sus documentos para ver si encuentran alguna anomalía.

“Considero que la aplicación de la ley debe ser pareja y no se debe proteger y ayudar a alguien por amistad, he estado viendo que a los amigos que pasan sin casco lo paran platican y hasta se ríen, y a otros que pasan con sus cascos los están parando y pidiendo sus documentos eso no es correcto” dijo nuestra fuente.

Otro problema que se ha visto en la ciudad es que los taxistas se paran a media calle y atrasan el tráfico porque necesitan cambiar un billete eso debe de ser un acto objeto de multa.

Otros han señalado que sobre la vía dentro de la ciudad está prohibido que los camiones descarguen su mercadería, pero se ha visto camiones descargando mercaderías en la vía y se dan muchos atrasos.

Generalmente los agentes de tránsito están pendientes solo del uso del casco de seguridad, pero realmente hay muchísimas otras faltas a la ley de tránsito que deben ser regulado y vigilados.

El parqueo de los conductores en la vía es un enorme problema, porque si un pasajero le hace una parada a un taxi este se detiene en medio de la vía y espera que se monte el pasajero, atrasando todo el tráfico, esa es una falta y debe ser objeto de multa.

La ley de tránsito establece las normas generales de la circulación establecidos en su artículo Art. 82 Circulación

Todos los vehículos, deberán circular por la banda derecha y al centro del carril por el que se desplaza, debiendo de mantener la distancia mínima suficiente, que le permita realizar las maniobras de circulación con la seguridad necesaria.

Art. 83 Utilización de los carriles

Las calles y avenidas de un carril, sólo podrán ser de una sola vía de circulación. En las calles y avenidas de dos o más carriles, el sentido de circulación será de doble vía y será establecido por la Especialidad de Seguridad de Tránsito de la Policía Nacional en coordinación con los Gobiernos Locales y el Ministerio de Transporte e Infraestructura.

Art. 84 Regulación para el carril de doble y de un solo sentido

En aquellas vías de dos carriles con un mismo sentido de circulación, el transporte de carga y pasajeros deberá circular siempre por el carril derecho.

Art. 85 Utilización del arcén

Los vehículos de tracción animal, bicicletas, vehículos para discapacitados y carretones halados por personas, deberán de circular por la derecha del arcén u hombro de la calzada, donde así se disponga en las vías. En el caso que no exista arcén lo harán por la parte de la derecha de la calzada lo más alejada del centro de la misma.

Art. 86 Supuestos especiales

En determinadas situaciones y por razones de fluidez en la circulación o por razones de seguridad y previa señalización, las autoridades de tránsito podrán ordenar lo siguiente:

1) Otro sentido de circulación, prohibiéndose total o parcialmente el acceso a partes de las vías, ya sea a determinados vehículos o de manera general.

2) El cierre de las vías.

3) Fijar itinerarios concretos o la utilización de arcenes o de carriles en sentido opuesto a las señales de tránsito normalmente establecidas.
