OTILIO DUARTE HERRERA: Un ejemplo de lealtad y convicción revolucionaria
Otilio Duarte Herrera, hombre humilde de Siuna nació en l comunidad de Campo dos, donde en su infancia vendía leña para ayudar a sus padres y luego desde muy joven intento ser sacerdote, se fue a estudiar al seminario en Bluefields, donde su pasión por la Revolución, lo hizo abandonar la idea de ser sacerdote y decidido ser un revolucionario, para luchar contra la dictadura somocista.
Otilio Duarte ha tenido la dicha se ser el primer jefe policial que tuvo Siuna, después del triunfo de la Revolución Popular Sandinista, fue también el primer juez que impartía justica en su natal Siuna.
Como ser humano tiene una gran empatía con la población mas desposeída, eso se logra de forma natural en un hombre revolucionario, que lucha por la justicia y la libertad de Nicaragua.
En su vida partidaria siempre fue ese militante, claro de su papel, como policía no en vano, fue fundador de esa policía sandinista hoy policía nacional con raíces profundas en el Frente Sandinista de liberación Nacional, pues son hombres y mujeres que lucharon contra la dictadura de Somoza y luego ingresaron al Ministerio del Interior, la seguridad del estado y la Policía Sandinista.
Otilio Duarte Herrera, ese campesino que salió del Campo Uno y como jefe policial recorrió muchos departamentos de Nicaragua donde además de aportar a la seguridad de los productores, también fue un apasionado por hacer narraciones deportivas de beisbol. Apoyo siempre a los cronistas deportivos de los medios de comunicación locales, regionales y nacionales, no se diga a los periodistas de los medios de comunicación local, regional y nacional.
Lo conocí cuando era el jefe de la policía Nacional en Puerto Cabezas, yo en radio Caribe, como reportero y una de las voces principales del noticiero el Diario de Hoy, me toco entrevistarlo como jefe policial, siempre fue un hombre con visión de futuro y sobre todo muy empático con la realidad de la crónica deportiva.
Como es la vida, comenzó como jefe policial en su natal Siuna y fue en Siuna donde se retira de la Policía Nacional con el grado militar de Comisionado Mayor, justamente en Siuna la dirigencia del FSLN lo designa como secretario político departamental del FSLN, logrando fortalecer el trabajo político partidario en la región.
La dirección del FSLN le designa la tarea de asumir la candidatura como alcalde de Siuna, la cual gana y desde allí también continúa trabajando para fortalecer al Frente Sandinista de Liberación Nacional, al comandante Daniel Ortega y a la vicepresidenta Rosario Murillo Zambrana. Una de sus acciones es restituir el derecho que tienen los productores de Siuna a una barrera digna y hoy ese lugar ha sido un espacio de promoción de ferias ganaderas, pero además para recreación de la población Siuneña.
Su trabajo se evidencia en cada cuadra que se recorre en la ciudad y en el campo, donde los campesinos hoy disfrutan de proyectos de carretera, agua, energía eléctrica, mejoras de escuelas y centros de salud, puentes, andenes, mejoras en el cementerio, Siuna alcanza niveles máximos de desarrollo y progreso, con el liderazgo del comandante Daniel y Rosario, pero con una sabia conducción desde su cargo de alcalde el compañero Otilio Duarte Herrera, quien siempre fue claro que todo se hacía gracias al comandante Daniel y la compañera Rosario.
Pero, así como el FSLN le dio la confianza de asumir esa responsabilidad así mismo decidió suspenderle esa responsabilidad y él como buen revolucionario la acepto, porque es un hombre que sabe muy bien que los cargos son pasajeros y que son del FSLN por tanto tiene esa claridad que la decisión que tome el FSLN el siempre la ha asumido con mucha responsabilidad sin renegar.
Hoy el comisionado Mayor en retiro Otilio Duarte desde la Asociación de Ganaderos de Siuna desde Radio URACCAN se le hace un merecido reconocimiento a su gestión desde la posición que el FSLN le ha designado y recibe un merecido reconocimiento a su gestión en beneficio de la asociación de ganaderos de Siuna.
OTILIO DUARTE HERRERA: An example of loyalty and revolutionary conviction

But, just as the FSLN gave him the confidence to assume that responsibility, they also decided to suspend that responsibility and as a good revolutionary he accepted it, because he is a man who knows very well that the charges are temporary and that they belong to the FSLN, therefore he has that It is clear that the decision made by the FSLN has always been assumed with great responsibility without reneging.
Today, the retired Major Commissioner Otilio Duarte from the Siuna Livestock Association from Radio URACCAN receives well-deserved recognition for his management from the position that the FSLN has designated him and receives well-deserved recognition for his management for the benefit of the association of Siuna ranchers.
