Inauguran nuevo complejo judicial en Siuna

Siuna inauguro este jueves el nuevo y moderno edificio del complejo judicial  con un inversión de 48 millones de córdobas,  con una extensión de manzana y  media,  está ubicado en el barrio Jorge Navarro  y beneficiara a una población de más de 104 mil habitantes.

Los siete juzgados estarán albergados en el mismo local,  (2 juzgados civiles y 5 de distritos), que funcionan actualmente y que estaban ubicados en tres casas diferentes en el municipio de Siuna.

La magistrada presidenta de la Corte Suprema de Justicia, doctora Alba Luz Ramos Vanegas expresó que en los últimos 10 años han finalizado una tercera etapa de construcción de los edificios judiciales del poder judicial.

Ramos detalló que la primera etapa se inició con la construcción de los juzgados locales en los municipios del país en los años 90.

Como segunda etapa se construyeron los complejos judiciales que son sedes de los tribunales de apelaciones que ya están obsoletos y en la tercera etapa se inició a construir todos los complejos judiciales departamentales que no son sede de tribunales de apelaciones.

“En la última etapa hemos remodelado y ampliado todos los complejos que se habían construido en décadas pasadas, para poder adecuarlos al nuevo modelo de gestión” expresó la magistrada.

Ramos dijo además “Siuna tiene siete jueces entre los de distritos y locales y la incidencia delictiva crece, por ello ameritaba construir un complejo judicial de esta magnitud”.

Por su parte el magistrado Jimmy Chang Castillo, presidente del Tribunal de Apelaciones Circunscripción Caribe Norte expresó que el complejo judicial en el Caribe Norte significa desarrollo, acceso a la justicia pronta y cumplida, pero además se traduce en dignificación y restitución de los derechos de los pueblos caribeños.

El complejo judicial cuenta con equipos modernizados, personal con talento y alto espíritu de servicio “este complejo además de representar la justicia representa la pluriculturalidad, ya que van a laborar servidores Miskitos, Mayangnas y Mestizos de la zona” expresó el magistrado Chang.

José Luis Solorzano delegado del gobierno en la región expresó “la construcción de este complejo judicial es la garantía de mayor acceso a la justicia, pero sobre todo justicia con calidad, este edificio es la muestra de la modernidad”

El alcalde Otilio Duarte mostró su alegría ya que este complejo viene a fortalecer el desarrollo municipal, pero sobre todo viene a prestar las condiciones para la buena administración de la justicia en la Costa Caribe.

La Dra. Yelba Lino jueza del municipio de Siuna con raíces Mayangnas expresó que para los trabajadores del sistema y de las comunidades indígenas es una restitución de sus derechos ya que aparte de la rapidez, el complejo permitirá transparencia y más cuando se trata de las comunidades lejanas y vulnerables.

El abogado y notario público Yeri Gonzales manifestó “este complejo es la dignificación no solos de los destinatarios de la justicia sino también para los abogados, con la modernización del sistema podemos dar seguimiento a los casos desde nuestras oficinas a través de un acceso que nos dan cada abogado, ya en mi caso lo he venido utilizando” expresó el funcionario.

Siuna siendo uno de los municipios más importantes de la Región Costa Caribe Norte que está conformada también por los municipios de Puerto Cabezas, Bonanza, Mulukukú, Prinzapolka, Rosita, Waslala y Waspam.

El área de construcción es de más de unos mil 300 metros cuadrados, que incluye las oficinas de los siete juzgados, áreas sustantivas y de apoyo, la delegación administrativa, el acceso principal o canopia, dos casetas de vigilancia, un comedor para el personal y dos edificios grandes.

The seven courts will be housed in the same premises, (2 civil courts and 5 district courts), which are currently operating and which were located in three different houses in the municipality of Siuna.

The presiding magistrate of the Supreme Court of Justice, Dr. Alba Luz Ramos Vanegas said that in the last 10 years a third stage of construction of the judicial buildings of the judiciary has been completed.

Ramos explained that the first stage began with the construction of local courts in the country’s municipalities in the 1990s.

As a second stage, the judicial complexes that are the headquarters of the courts of appeals were built, which are already obsolete and in the third stage, construction began on all the departmental judicial complexes that are not the headquarters of the courts of appeals.

«In the last stage we have remodeled and expanded all the complexes that had been built in past decades, in order to adapt them to the new management model,» said the magistrate.

Ramos also said «Siuna has seven judges among the districts and locals and the crime incidence is growing, therefore it was worth building a judicial complex of this magnitude.»

For his part, Judge Jimmy Chang Castillo, president of the Northern Caribbean District Court of Appeals, stated that the judicial complex in the Northern Caribbean means development, access to prompt and fulfilled justice, but also translates into dignity and restitution of the rights of the Caribbean peoples.

The judicial complex has modernized equipment, talented personnel and a high spirit of service «this complex, in addition to representing justice, represents multiculturalism, since Miskitos, Mayangnas and Mestizos will work in the area,» said Magistrate Chang.

Mayor Otilio Duarte showed his joy as this complex has strengthened municipal development, but above all it provides the conditions for the proper administration of justice on the Caribbean Coast.

Dr. Yelba Lino, judge of the municipality of Siuna with Mayangnas roots, expressed that for the workers of the system and of the indigenous communities it is a restitution of their rights since apart from the speed, the complex will allow transparency and more when it comes to the communities remote and vulnerable.

Siuna, being one of the most important municipalities in the North Caribbean Coast Region, which is also made up of the municipalities of Puerto Cabezas, Bonanza, Mulukukú, Prinzapolka, Rosita, Waslala and Waspam.

The construction area is more than 1,300 square meters, which includes the offices of the seven courts, substantive and support areas, the administrative delegation, the main access or canopy, two guardhouses, a dining room for staff and two large buildings.
