La Autonomia de la Costa Caribe es un proyecto de la Revolución Popular Sandinista para reivindicar los derechos de loe Pueblos Indígenas Afrodescendientes y otras comunidades de la Costa Caribe, así lo dio a conocer Carlos Alemán Cuningham, coordinador del Gobierno Regional Autónomo de la Costa Caribe Norte de Nicaragua, en un foro de Autonomia donde participo en Siuna, Costa Caribe Norte.

La ley de Autonomia para la Costa Caribe fue aprobada en 1987 durante el primer Gobierno del presidente Daniel Ortega con el objetivo de asegurar ese reconocimeinto histórico de los pueblos originarios y afrodescendientes de la Costa Caribe a su uso, goce y disfrute de sus recursos naturales y de los derechos a la identidad y la cultura.

En 32 años la Autonomia ha venido avanzando, con una vision de nación, durante el primer gobierno del comandante Daniel se avanzó en la aprobación de la ley con rango constitucional y ya en 1990 que se dieron las primeras elecciones regionales no se pudo profundizar por que fueron 16 años de Gobierno neoliberales que no tenían la voluntad de avanzar en el proceso de autonomía de la Costa Caribe.

El coordinador del Gobierno Regional señaló que desde que asumió el nuevo gobierno del presidente de Daniel Ortega se ha logrado una que el Plan de Desarrollo de la Costa Caribe este integrado como un plan de nación lo que hace posible en los últimos años el enorme avance en los temas de educación, salud, infraestructura y Comunicación.

Fue en la segunda etapa de la Revolución Popular Sandinista que se logra los procesos de titulación de las tierras indígenas en la Costa Caribe que fue hasta en 2016, que se entregaron los últimos títulos y se ha logrado la titulación de 23 territorios indígenas en la Costa Caribe.

Es en esta etapa de la Revolución Popular Sandinista que se logra destinar recursos importantes a los Gobiernos Territoriales Indígenas de la Costa Caribe que deben ser en un 60 por ciento para inversión en las comunidades y otro porcentaje para su funcionamiento, dijo el coordinador del Gobierno.

Destaco la millonaria inversión en agua y saneamiento, en Bilwi, Waspam, se está trabajando y buscando los recursos para el proyecto de agua de Siuna, el Hospital regional de Bilwi con 82 millones de dólares en inversión, los hospitales construidos en Mulukuku, Prinzapolka, Bonanza con equipamiento y personal de salud.

Más de 700 jóvenes están estudiante en la universidad de la UNAN Leon y Managua, como parte del proceso de formación del talento humano apara la Costa Caribe pero además las dos universidades BICU y URACCAN están formando talento humano de la Costa, porque son parte de este proceso autonómico, dijo alemán Cuningham.

El funcionario detalló que en el tema productivo se ha inyectado recursos importantes en los territorios con programas desde el MEFCCA que vienen a fortalecer las capacidades y la generación de riquezas a las familias costeñas.

La energía y las carreteras son importantes para el desarrollo económico y social de la región, pues la electrificación sigue avanzando hacia más comunidades y no se queda allí, anunció que se estarán trabajando para llevar energía solar a todas las comunidades que están en la zona costera, pero también se pretende tener un banco de 5 mega de energía en Siuna, Bilwi y Waspam como respaldo y alterno al sistema de interconectado nacional.

En el tema de educación se están construyendo escuela modelos en la región que permitirán una mejor educación a la población joven de la región.

Carlos Alemán dijo que en el tema del transporte hay varios retos al menos en Siuna me dicen que hay un bus marco polo que tiene mejores condiciones eso es un gran avance y a eso se está apostando con la nueva carretera.

Anunció que está en proceso de gestión los fondos para la carretera de Sahsa hacia Bilwi con el Banco Centroamericano de Integración Economica, que lleva todo un proceso.

Alemán Cuningham también anunció que la carretera hacia Puerto Cabezas tiene contemplado la construcción del puente sobre el rio Wawa, donde hoy se sigue cruzando con un ferry.

La Autonomia significa la gran oportunidad del desarrollo para la Costa Caribe y eso se ha logrado solo con la voluntad del presidente Daniel Ortega Saavedra que se ha hecho realidad.

Este 30 de octubre se celebra en Bilwi los 32 años de Autonomia en la Costa Caribe, que ha servido para impulsar un desarrollo nunca antes visto en el Caribe Nicaragüense.

Autonomy a project of the Revolution for the Caribbean Coast
