Centros de votación estaran abiertos a partir de las siete de la mañana

El Consejo Supremo Electoral (CSE) recordó este jueves que todo está listo para abrir el domingo a las 7 de la mañana las Juntas Receptoras de Votos (JRV).

El magistrado Cairo Amador, explicó que JRV se abren a las seis de la mañana para los miembros y a las siete para que el público pueda ejercer su derecho al voto . Se cerrarán cuando el último elector haya efectuado su voto. Serán justamente los propios miembros quienes ejercerán su derecho al voto.

El vicepresidente de ese Poder del Estado, dijo que las actas de cada JRV tendrá tantas copias como miembros hayan en cada una de las juntas. Se redactarán tres actas: la de constitución, que se elabora al abrir la JRV, la de cierre y posteriormente el acta de escrutinio. Los fiscales tienen acceso y presencia a todos los actos y tienen la capacidad de poner quejas o impugnar, pero siempre y cuando hayan firmado esos documentos que registran cada incidencia dentro de las JRV.

Una vez hecho el escrutinio, se elabora el expediente electoral que se lleva hasta el Consejo Supremo Electoral custodiado por los fiscales.

Amador recordó que la boleta es única para elegir en una sola al presidente, vicepresidente y diputados, por lo que se debe marcar solo en una casilla  para cada caso, si marca en dos espacios la boleta se declara oficialmente nula.

Recordó que las maletas electorales salieron desde el pasado 1 de noviembre en la mañana y los primeros departamentos en recibirlas fue la zona más alejada del país, en el Caribe. Para el próximo sábado en todas las JRV el material electoral estará listo para iniciar el proceso.

Durante el proceso eleccionario regirán una serie de prohibiciones como no usar ningún tipo de propaganda política dentro de las JRV, no se puede votar en otro centro de votación que no sea el que ya se registró el ciudadano previamente.

No se admite elegir con fotocopia de cédula de identidad o documento suplente, ni efectuar el voto con presencia de testigos, entrar en estado de ebriedad o portando armas blancas o de fuego.

Igualmente, no se harán votaciones ni fuera de lugar ni de la hora señalada para ello, al tiempo que constituye un delito electoral agregar boletas o sustraerlas de las urnas. Además ninguno de los miembros podrá  abandonar el local de las JRV cuando estén en funciones, destacó Cairo Amador.

Voting centers will be open from seven in the morning

Magistrate Cairo Amador explained that JRVs open at six in the morning for members and at seven so that the public can exercise their right to vote. They will be closed when the last voter has cast his vote. It will be precisely the members themselves who will exercise their right to vote.

The vice president of that State Power said that the minutes of each JRV will have as many copies as there are members in each of the meetings. Three minutes will be drawn up: the constitution, which is drawn up when the JRV is opened, the closing and later the scrutiny act. Prosecutors have access and presence to all acts and have the ability to file complaints or challenge, but as long as they have signed those documents that record each incident within the JRV.

Once the scrutiny is done, the electoral file is drawn up and taken to the Supreme Electoral Council, guarded by the prosecutors.

Amador recalled that the ballot is unique to elect the president, vice president and deputies in one, so it must be marked only in one box for each case, if you mark in two spaces the ballot is officially declared void.

He recalled that the electoral suitcases left since November 1 in the morning and the first departments to receive them were the most remote area of the country, in the Caribbean. For next Saturday in all the JRV the electoral material will be ready to start the process.

During the election process, a series of prohibitions will govern, such as not using any type of political propaganda within the JRV, it is not possible to vote in another voting center that is not the one that the citizen has previously registered.

It is not allowed to choose with a photocopy of an identity card or substitute document, or to vote with witnesses present, to enter into a state of drunkenness or carrying knives or firearms.

Likewise, no voting will be made either out of place or at the time set for it, while it is an electoral crime to add ballots or subtract them from the polls. In addition, none of the members will be able to leave the premises of the JRV when they are in office, highlighted Cairo Amador.
